Here you will find information pertinent to your character’s life in Basura. Should you have any questions please do not hesitate to ask a staff member.
New arrivals are given a one time allotment of 20000 lucred ($200) once they register within the city of Belgate and are given proper IDs. They may use it as they see fit though the most popular option is to use the money on cheap housing until a steady income can be found. Those who wish not to pay for housing may go to the homeless shelter or find themselves a place outdoors or a building to squat in. Homelessness is frowned upon in Belgate and if you are caught there you will be given a single warning to remove yourself from the city proper.
Schooling is also provided for children for free and those under the age of fifteen who do not have a legal guardian will be sent to the orphanage to receive care. The elderly who require care will be sent to a separate residence to receive extra attention and care.
Lucred is the the unit currency used in Basura and it comes in coins as well as bills. A sum of 20000 lucred ($200) is paid out by the government to all new arrivals. All wealth from a person who has disappeared from Basura past the allotted time (one activity check) will be seized by the government.

Public education from K-12th grade is given freely to all registered Belgate residents, regardless of species unless they are found to be a danger to those within. Private schools are available to paying individuals for an accelerated and more challenging education. Colleges and trade craft schools are also available but the government does not pay for these classes. For those who have special skills and are out of the age range for primary school, optional classes are available for a nominal fee.
Upon arrival all sentient beings; be it non-organic, humanoid, or non-humanoid instantly learn and understand the Basurian language in both its verbal and written form. There is very little that does not translate. For instance, names and spells do not translate, nor do short greetings and phrases that have no direct translation.
The flora and fauna of Basura mirrors that of most Earth planets. However, some specimens from other worlds have been seen roaming Basura. As a result the Department of Agriculture, a branch of the BDF, was created for the monitoring and categorizing of foreign organisms. For a listing of panfandom flora and fauna click here. Belgate is a central hub for technology. Here is where you will find the highest levels and best quality of tech, well beyond that found in the 21st Century. The surrounding areas share in Belgate’s technological wealth though not to such a high degree. If you need surgery or a sweet nano device for spying on your neighbors, you’re best sticking to Belgate. As you move outward from Belgate to the further reaches of Basura you’ll find that the technology isn’t yet as advanced. Most places retain electricity but you’ll have more outages living on the outskirts of Belgate and beyond than you would in the city proper.

The police force is considered part of the Belgate Defense Forces. They are an equal opportunity taskforce, consisting of a mixture of powered and non-powered men and women who are trained and authorized to use depowering weaponry and devices to help keep the peace as far as they are able.
They are responsible for investigating and responding to any crime or civilian dispute within the walls of Belgate. Any issues outside of Belgate are the responsibilities of law enforcement within those areas unless the threat is of a more serious nature. In these cases Belgate’s military forces will intervene. What the military considers a serious threat is privy only to the higher ups of the military.
The military and police forces are trained to peacefully de-escalate any conflict though, with the population, this is not always possible and they will, if necessary, use brute or lethal force to prevent the greatest loss of life.
For each crime committed that a person is found guilty of there will be a sentence given after their arrest. For non-violent crimes there will be a far lesser sentence than there would be for a violent crime. Depending upon the severity of the crime a person may be incarcerated for a month to several years.
When a prisoner with any sort of power or superhuman ability is processed into the system, they are given a strong dose of liquid Ignarium to suppress their powers to keep them from being a danger to the other prisoners as well as to prevent them from breaking out of prison. This will, in time, wear off, leaving the person unaffected and able to use their powers once again.
Each dangerous criminal is housed in their own cell while those who have committed non-violent crimes are kept in a double cell. The cells themselves are known as time capsules and through magical means they cause time within the cells to move faster than it does on the outside world. For instance, a person sentenced to ten years in prison will only remain in their cell for a month though it would feel like ten years to them. Your character will not age more than the month that they’ve been in their cell.
During their time in prison your character will be exempt from the activity check. They will only be able to interact with other prisoners and any visitors during this time. Non-violent criminals may see their visitors in a room monitored by security personnel while violent criminals must remain in their cells under the same surveillance.

Notable Places in Belgate
Belgate is a large coastal city with various canals strung throughout. It is one of the most major cities in all of Basura, and it only grows more and more each day. Belgate has been divided into five districts, all of which hold different purposes.
The Capitol District is where you would need to go in order to find most political offices, if not all of them. This is the area of town where most influential decisions are made as well as any important administration offices can be found.
The Technological District is where scientific breakthroughs are being tested and made. Here is where one may join many various research institutions, pursue their education, or find any kind of medical/technological assistance.

The Agricultural District is where one may find fertile farmland that provides food and livestock for the city of Belgate. Most food is grown locally, though there are imported goods as well. Although technically the Agricultural District is still inside the city, it is considered the rural section of town. Citizens may also enjoy the city's main park area here.
The Residential District is home to many-- well, homes. This section of the city is specifically designed for the various forms of housing, as well as the Common Room building.

The Shopping & Entertainment District is filled with all of the commercial industries and businesses of Belgate. Many stores owned by Belgates' citizens can be found within this area. Often times, the Market Plaza also hosts a variety of events
Red Light District
This is the central area of the city. From the center, one is able to see the physical differences from the districts, even though none of the districts are distinctly marked. In the City Center, one can often find events hosted by the city, and it is usually decorated for the holidays and festivals throughout the year.
